"It is up to Mr Thaksin if really wants to come back," Prime Minister Surayud Chulanont told a local television program on Saturday.
"Mr Thaksin should express clearly that he will stop all (political) movements and express that his family wants to live in peace," Mr Surayud said. "Then, we can talk and make arrangements."
Mr Thaksin's lawyer Noppadol Patama welcomed Mr Surayud's comments.
"Mr Thaksin is very pleased to talk with the government in order to bring about reconciliation provided that his freedom will not be deprived while he is staying in Thailand," Mr Noppadol said.
Mr Surayud's offer comes in the wake of repeated efforts by the military-installed government to either censor Thaksin or cast him in a negative light - moves which critics have said have served only to make authorities look indecisive and jittery.
