Pumps can't handle workload at airport
Overpriced at B1.5bn, not to specifications

Four water drainage pumps for Suvarnabhumi airport, bought for 1.5 billion baht, are overpriced and do not meet the contract specifications, deputy auditor-general Pisit Leelawachilopas said yesterday.

The Office of the Auditor-General (OAG) on Friday advised the Irrigation Department to suspend and reconsider payment on contracts to provide and install the four computerised concrete volute pumps and support equipment.

Mr Pisit said the four pumps were found to be overvalued. The cost of the four large machines provided by the contractor should be less than one billion baht.

The pumps were substandard and could malfunction and cause flooding at the airport and adjacent areas, which were on swampy ground.

The irrigation project is designed to drain water from the area into the sea in Samut Prakan.

Mr Pisit said the pumps did not meet specifications and would be unable to handle the load required to ensure proper drainage of the airport area.

''No matter how expensive they are, they could be ruined by the excessive workload,'' said Mr Pisit.

The overseas-based manufacturer of the pumps had failed to verify its products met the specifications set for the airport project and could handle the work.

The OAG found there was an attempt within the Irrigation Department for the verification to be issued directly by an agent dealing with the manufacturer, he said. This was wrong.

''What we want to do is to find ways to replace the pumps with other models,'' he said.

Mr Pisit would not say where the machines were made or name the manufacturer.

The unusual disbursement plan is one of irregularities the OAG recently found in the 2.8-billion-baht third construction contract for the project, which involves the construction and provision of canals, water pumping stations, flumes and buildings. The project's total value is 8.4 billion baht.

Irrigation Department chief Samart Chokkanaphitak could not be reached for comment yesterday. But his deputy, Vira Vongsangnak, who last year signed a contract with SL Joint Venture _ a consortium comprising Sino-Thai Engineering and Construction Co and LC Transport and Commerce Co _ said he was not in charge of the arranged payment plan and was not informed of it.

Mr Vira said the payment plan should be handled by the department's construction division.

The specifications of the pumps should be those included in the terms of reference the contractor submitted upon signing the contract for the project, he said.

The irrigation project, approved by the Thaksin Shinawatra government, is due for completion by next year.
